What is the difference between an FPP and an IOP?
The IOP (Internal Operation Plan) is mandatory for Seveso high threshold establishments and sets out internal emergency procedures. The FPP, meanwhile, is an operational document focused on fire prevention, which is complementary and applicable to a wider range of industrial activities.
Is the FPP monitored by the authorities?
Yes. In the event of an environmental audit, visit from the regulatory authorities (e.g. DREAL) or inspection by the fire service, the authorities may request access to the FPP. It must be up-to-date, clear and easy to consult.
Is an FPP mandatory for all ICPE sites?
This is not a systematic obligation, but for ICPEs subject to a risk assessment or with a high fire risk potential, an FPP is often requested by the public authorities under the by-laws.
Who is concerned by the FPP Register?
The FPP Register concerns:
• industrial sites or logistics sites classified as ICPE (registration or authorisation),
• companies handling flammable or hazardous substances,
