Who is required to have a Safety Register?
The Safety Register is compulsory for all public access buildings, high-rise buildings and certain industrial or tertiary establishments subject to fire safety obligations. It also applies to buildings subject to a prefectoral safety order, ICPE-classified establishments and buildings covered by APSAD quality requirements.
The Safety Register must be updated continuously, each time a regulatory inspection, preventive maintenance, technical work or evacuation drill is carried out. It must also be completed when:
• commissioning or modifying a safety installation,
• carrying out a periodic technical inspection (fire extinguishers, alarms, smoke extraction, etc.),
• or in the event of an incident or malfunction.
Yes, the Safety Register is compulsory in many cases, in particular for:
- public access buildings (ERP), in accordance with Article R. 123-51 of the French Building and Housing Code,
- high-rise buildings,
- companies subject to specific regulations (industry, tertiary sector, ICPE, APSAD quality standards).
